The theme of the 2004 Asia-Pacific Panel on Public Administration, held in Seoul, was 'NGO's in E-Governance.'

The 2004 Asia-Pacific Panel was held with financial assistance from the Sasakawa Peace Foundation, Japan. The report was published with the assistance from the Institute of Administrative Management, Japan
